Establishing Sovereignty Credentials

Sovereign capability is a technical designation. Here is how NORTAC Defence qualifies. 
 
In the context of Canada’s newly published Defence Industrial Strategy, “Canadian company” is a term that demands precision. The DIS framework — and the reformed ITB policy that underpins it — distinguishes between firms that are Canadian in name and firms that are Canadian in substance. The difference will determine which companies receive directed procurement under the Build–Partner–Buy framework and which do not. 
 
NORTAC Defence operates in the second category. Our Canadian Content Value exceeds 90%. We hold a Facility Security Clearance, a Document Safeguarding Certification, and key personnel carry Reliability Security Clearances — the baseline infrastructure for accessing sensitive and classified programme streams. We are headquartered in Canada, majority Canadian-led, and operate exclusively within Canadian corporate, tax, labour, and regulatory frameworks. 
 
Our data is hosted in a Canadian AWS environment. Financial operations, payroll taxes, CPP and EI contributions are managed domestically. We source from Canadian suppliers, manufacture through Canadian partners, and reinvest profits into Canadian operations and R&D. We develop Canadian-owned intellectual property — not licensed, not co-owned with foreign entities, but domestically controlled. We partner with Canadian universities and colleges, participate in IRAP and regional innovation programs, and build the next generation of Canadian defence talent through domestic hiring pipelines and co-op programs. 
 
The DIS was designed to direct investment toward firms with exactly this profile. NORTAC’s sovereign credentials are not aspirational — they are documented, verifiable, and audit-ready.
