Canada’s Defence Industrial Strategy (DIS) identifies ten sovereign capability areas. NORTAC Defence operates at the centre of the most critical one — and enables all of the others.
The DIS, released earlier this year, establishes a Build–Partner–Buy procurement hierarchy that places Canadian-controlled firms first across ten designated sovereign capability areas. Command, control, and communications is not one capability among ten. It is the connective tissue between all of them. Ships, aircraft, land vehicles, uncrewed platforms, and Arctic infrastructure all depend on integrated C3 to function. Every sovereign capability the DIS identifies requires the communications and control layer NORTAC provides.
NORTAC holds primary alignment in two sovereign capability areas: Digital Systems (Integrated C2, Secure Cloud, High-Assurance Communications Equipment) and Sensors (Marine Sensors, Electronic Warfare situational awareness) and secondary alignment in Space (Satellite Communications, Space-Based ISR) and Uncrewed Systems (C3 and control layers for autonomous platforms across all domains). This cross-domain positioning is technically accurate and commercially significant: it means NORTAC’s relevance is not confined to a single programme stream.
The reformed ITB policy reinforces this positioning directly. Updated Terms and Conditions, expected in early 2026, introduce an enhanced Canadian Company Boost multiplier for firms with 70–100% Canadian Content Value (CCV). NORTAC’s CCV exceeds 90%. At the same time, the BDC Defence Platform, the NRC-IRAP Defence Industry Assist stream, and the Regional Defence Investment Initiative are all creating parallel pathways for Canadian SMBs to scale capacity ahead of directed procurement contracts.
The DIA’s procurement inventory is publishing. The capital is committed. The policy mandate is in place. NORTAC’s sovereign capability identity is documented, cleared, and aligned to the DIS’s own language.
